W.H. Burckholter, "Burky" to friends and colleagues alike, started in the fuel industry in 1983 operating a bulk plant for Ashland Oil. .

By 1994 he had opened his own business, Holly's Pump Shop, where he rebuilt fuel dispensers. His reputation for high-quality work spread throughout the fuel industry and in 2006 a leading truckstop chain approached him for a solution to the alarming rise in fuel theft. Burky added a couple key new members to his Holly's Pump team and the Flint Loc Pump Alarm was born.

Burky is still the President of Flint Loc overseeing the production of the Flint Loc Pump Alarm system and developing new tools to help station managers fight fuel theft.
